Not so long ago, Costa Rica was complaining at the General Assembly of the Untied Nations that no States without an army (page 29 of the annex), the ones that had fully achieved their disarmament, were members of the conference of disarmament.
Gaining an observer status could be a good start towards redressing that. It was later granted.

Il n’y a pas si longtemps, le Costa Rica s’étonnait, devant l’Assemblée Générale des Nations Unies, du fait qu’aucun pays sans armée, ceux-là même qui ont achevé leur désarmement total ne soit membre de la conférence du désarmement. Obtenir un statu d’observateur est déjà un bon début.
